Yes, I believe it is. Pretty sick on the part of the paps and blog that posted it. I think they should be sanctioned in some way, if it broke any state or federal laws.

If she’s underage, it should constitute child pornography and the feds could follow it all the way up from who took the picture to who printed it on the internet.
One statement though. She’s a kid. She should be wearing undergarments and then this whole thing would be a mute point. Where are her parents?

Meh you can’t really blame the parents for this sorta thing im sure billy ray cyrus cares plenty about it and it seems to be purely accidental. Another thing is that even when people are wearing undergarments malfunctions can still happen the thing to remember is to not make such a big deal out of the situation.

i will still like her because i kinda know how it feels because since my dad died this x-mas ive been taking picts of me naked and i dont even remember any of them its like it appens then its gone who cares every one makes mistakes and then they feel all better but people if you want reel advice take mine it dosnt matter what you do as long as you fix it and every thing will be ok
